Overview
Mike has been an economist, strategic planner and product manager. Mike has extensive management experience in a wide range of areas including business case analysis, financial management, information technology, operational risk, and credit risk.
Mike also has experience in the development and execution of change programmes with a focus on identifying ways to enhance their effectiveness as well as re-activating stalled initiatives. It is the combination of Mike’s analytical and operational management experience that enables him to quickly deconstruct complex problems and identify effective solutions.
Recent Projects
Review of the rural housing programme and advice on the implementation of the Government’s new direction for social housing.
Review of Pacific region air services for the Ministry of Foreign Affairs and Trade, to test whether recent changes in air service were constraining the tourism industries of Pacific Islands and suggest an appropriate response.
Recommendations on how to improve collection rates on student loan debt owed by overseas based borrowers (based on a review of the portfolio and comparison of Inland Revenue processes with the private sector.
Assistance with the establishment of the health shared services entity (now "Health Benefits Limited") tasked with reducing the cost of non-clinical support functions and harnessing the benefits of bulk purchasing for DHBs.
Reviews for both HNZC and Department of Building Housing on a range of issues such as: feasibility of attracting of corporate investment to the residential rental property market, effectiveness of the Welcome Home Loan product, and assistance with a review of the substandard rural housing programme.
Advice to Inland Revenue on the transformation of IT systems to enable these systems to meet both the expanded scale and broadened scope of IR service delivery.
Advice on the valuation models, sale process and financing alternatives for the electricity assets of Tonga. Recommendations to NZ Defence Force on renegotiation of its clothing procurement contract.
Advising KiwiSaver on its engagement with fund managers particularly around understanding the systems development challenges faced within both Inland Revenue and the fund providers.
Cost benefit analysis expanded geothermal steam use by a major paper producer for process heat and electricity generation. The modelling created a platform of shared understanding that enabled successful re-negotiation of steam price and usage rights.
Advice to Energy Efficiency Conservation Authority on energy efficiency measures.
Advice to the Tertiary Education Commission on implementing Charters and Profiles and using these instruments to achieve the objectives of the Tertiary Education Strategy.
