Overview
Jean-Pierre is passionate about making sure that all NZIER advice is rigorous, relevant and targeted at the needs of decision-makers. He is responsible for continuing its long-standing reputation for providing independent advice of the highest quality. In addition, he provides advice on a wide range of issues for private and public sector clients.
Jean-Pierre first joined NZIER in 2001 and was appointed Chief Executive in September 2008. From October 2003 to October 2004 he was the national policy manager at ACC. Prior to 2001 Jean-Pierre was an economic advisor at the Ministry of Health.
Recent Projects
ACC sought an independent evaluation to confirm whether a new primary care programme resulted in speedier recovery from work injury and net savings. Jean-Pierre led the NZIER team that analysed ACC claims data to test for statistically significant changes in key indicators.
This evidence enabled ACC to decide about the future of the programme.
Aged care supply
Jean-Pierre and a colleague developed a model to analyse the aged residential care facility investment and workforce requirements out to 2026. This analysis was part of the Grant Thornton led review for the District Health Boards and the NZ Aged Care Association. The analysis indicated the magnitude of change, the likely cost and price path in the sector, and the subsequent impact on aged care service demand.
The scenarios informed the clients’ deliberations about the policy implications.
Regulatory impact statement
One of our clients was considering a number of changes to regulations governing corporate control. We helped our client draft a regulatory impact statement for submission to Cabinet. This involved clarifying the underlying issues, the rationale for change, and how to value the impacts.
The process helped staff clarify the options and the nature of the costs and benefits.
Policy benchmarking
A number of our public sector clients seek independent reviews of their policy advice, as part of their quality assurance and improvement processes. NZIER reviews samples of policy advice against a tested framework to identify strengths and weaknesses of advice and judge its fitness-for-purpose.
This work has helped policy agencies raise the quality of their output.
Shared services
We have worked with Crown entities and core public sector clients to consider the merits of shared services as a value for money initiative. Drawing on the economic literature and key informant interviews we identified the key strategic and governance conditions that would determine the feasibility and sustainability of shared back-room and/or frontline services.
