Overview

David joined NZIER in February 2011 with nearly 15 years of experience as a consulting economist. He has a record of significant contribution to the success of major projects and developments in client companies. He is an outstanding analyst, an effective team leader and mentor, and a creative thinker who delivers high quality outputs and can work equally well at board level as on detailed analysis.

David has also conducted a broad range of economic research and in partnership with others has published a number of papers, mainly in the ICT field.

David's early career was in production engineering.

Recent Projects

Reviewed the the demand forecasts of Powerlink in Queensland for the AER as input to the regulators assessment and determination of Powerlink's revenue proposal for the 2012/17 regulatory control period.This assessment resulted in the development of alternative demand forecasts and capex plans by NZIER.

Advised energy users group in New Zealand regarding economics and regulation of the electricity transmission operator.

Advised the Commerce Commission on the implementation of the Operational and Accounting Separation of Telecom New Zealand, the incumbent telecommunications operator. The Commission was able to successfully fulfil its role as industry regulator, ensuring with both the Separation Undertakings and the Disclosure Requirements.

Provided a range of business economic advice to Crown Fibre Holdings regarding the development and implementation of the NZ Government ultra fast broadband initiative.

Undertook a review of the privatisation of Tranz Rail and a performance evaluation of a number of Government owned businesses for the New Zealand Treasury.

Undertook an economic review for, and provided decision support to the Maldives government regarding their investments in the Maldives telecommunications sector. Prompted by the growth of both mobile and internet markets the Maldives Government needed subject matter expertise to assist with a strategic review of their investments in these sectors.

For Telecom Fiji Ltd completed a review and restructuring plan that included economic, financial, regulatory and governance arrangements. The Fiji Government required a development strategy and implementation plan to modernise the telecommunications sector which was seen as a key enabler to their economic growth.

Provided high quality research services to the Institute for the Study of Competition and Regulation at Victoria University (see www.ISCR.org.nz).
